Odisha Govt restricts outdoor work for labourers from 11 AM to 3 PM

In view of the severe heatwave conditions prevailing across Odisha, the Works Department on Sunday directed that labourers should not be engaged in outdoor work between 11 AM and 3 PM. The move has been taken to protect workers from extreme heat exposure and prevent heat-related illnesses.

Engineer-in-Chief (EIC) of the Works Department has issued a letter to all Chief Construction Engineers and Superintending Engineers across various zones, instructing all of them to strictly implement the State government’s heatwave safety guidelines.

According to the departmental directive, labourers must not be made to work under direct sunlight during the prohibited afternoon hours, especially amid rising temperatures across the State. The government took note of media reports indicating that workers were still being engaged at some project sites despite earlier advisories.

Following these media reports, authorities have reiterated that all contractor agencies must immediately stop work during the restricted hours. The Department has also directed the contractors to ensure adequate safety arrangements for labourers at work sites.

As part of the precautionary measures, contractors have been asked to provide shaded rest sheds for workers along with sufficient drinking water and first-aid facilities at construction sites. The Department stressed that worker safety and health must be treated as a top priority during the summer season.

Field-level officials and departmental staff have also been instructed to remain alert and closely monitor compliance with the guidelines. Authorities have advised officials to create awareness among workers and contractors to avoid any untoward incidents caused by heat stress or dehydration.

The state has been witnessing intense summer conditions in recent days, with temperatures soaring in several districts. Health experts have repeatedly warned that prolonged exposure to extreme heat can lead to dehydration, exhaustion, heatstroke, and other serious medical complications.

The latest government directive is aimed at ensuring the well-being of labourers working in road construction, infrastructure development, and other outdoor projects across Odisha during the ongoing heatwave season.
